Jim Foley, President

Jim has been an entrepreneur and owner of several labour-intensive business over the last 36 years. He has been a true pioneer in the guestworker industry, having started Foley Enterprises over a decade ago. His was one of the very first companies offering assistance to business owners suffering labour shortages. Jim's vital relationships in Mexico continue to allow him to draw from a consistent pool of over 10,000 superior quality, hard working guestworkers.

After thirteen years of providing more than 2000 companies with placement and recruitment of over 50,000 quality guestworkers in a variety of labour intensive industries, Jim has brought his expertise and experience to bear upon the labour shortage in British Columbia and Alberta. For the employers in these provinces, Jim's understanding of the Expedited Labor Market Opinion (ELMO) is critical. This “Fast Track” governmental program can quickly relieve the labour shortage in many areas: from construction, housekeeping, retail, resort or roofer to electrical engineers. Jaime Guerra, Vice President for Projects Implementation and Recruitment

Jaime is a Spanish native speaker born in the Central American country of El Salvador. He graduated as an Agriculture Engineer from the National University of his native country, and has over twenty-five years of experience implementing and managing projects in the United States, Costa Rica and Mexico. Jaime has implemented and provided leadership in agriculture, educational, and industrial related projects, and his recruitment expertise includes J-1 visa students from Central America and the Caribbean, as well as H2B industrial temporary workers from Mexico, and personnel staffing for United States companies.

Prior to joining GuestWorkerCanada, Jaime implemented and coordinated an international college scholars program, funded by USAID and administered by Georgetown University in Washington, D.C. His multicultural experience provides him with a different and unique perspective on the recruitment and acclimating processes. Jaime’s approach to recruitment goes beyond the selection and recommending of qualified candidates, he also implements support mechanisms for both employers and employees, which are aimed to improve the acclimation process and increase matching success rate and the overall satisfaction of participants. Pre-departure, post-arrival, and culture shock training, coupled with on-going mentoring and support, are key components Jaime focuses on through out the process

Maureen Olshan, Chief Operating Officer

Maureen (Moe) Olshan’s professional life has been dedicated to direct and provide personal service to the public. Maureen’s career started with the Social Security Administration (SSA) as a Social Insurance Specialist. Before assuming her duties, she participated in nearly six months of training.

She would assist the public in person to establish and entitle them to Social Security Benefits. These contacts allowed her to obtain, clarify, and verify data used to analyze claims and make benefit entitlement decisions. This included speaking with beneficiaries about their rights under the Social Security laws, gathering facts and evidence to establish eligibility for benefits, making critical decisions to determine the amount of benefits paid to individuals. Her most challenging case was establishing survivor benefits for a posthumous child whose parent was presumed to be dead at sea; as difficult as this case was, her written determination was accepted by SSA legal counsel. She received numerous awards of recognition for outstanding performance.

Eventually, Maureen became the Quality Reviewer of all retirement, disability, and survivor benefits for the SSA office that she worked; ensuring that all claims for benefits contained the proper documentation, and to guarantee the accuracy and quality of the application. She performed District-wide training within SSA, training on benefit entitlements and new legislation. This career allowed Maureen to develop skills that prepared her for positions as a technical expert on Social Security programs.

During her tenure with SSA, Maureen was able to determine and provide overall direction of Federal, State, local or international government activities.

After a successful career with the Social Security Administration, Maureen has been working the past 4 years with the H-2A and H-2B program; continuously involved in legislative and regulatory matters affecting these programs.

Vinay Shah, Vice President for Recruitment

Vinay is originally from the Gujarat District of India.  An engineer by training, he received his Bachelors degree and Masters degree from the University of Baroda in India in 1986 and received his MBA from Rutgers University in 1996.

Before working with Guestworker Canada, Vinay has had his own immigration and recruiting business for over 12 years.  He has also been providing employers with back office HR services for their companies - in some cases acting as an entire virtual HR department for smaller companies. His main focus has been connecting high technology workers from the Gujurat District of India with employers in North America. He specializes in recruitment from India, Nepal and other South Asian countries.

Ian Benouis, General Counsel

Ian graduated from the United States Military Academy at West Point in 1986 and was a Blackhawk helicopter pilot in the Army and combat veteran. He attended the University of Houston Law Center, graduating in 1997.

Since that time Ian has held numerous positions in various industries, including the position of General Counsel, Vice President of Sales and Marketing and Vice President of Operations. He is a business owner and entrepreneur, having built a number of companies and worked at a number of startups.

In addition to experience in Immigration law, Ian has expertise in the area of Intellectual Property.
